The cost of essential products and barriers to access continue to deepen inequalities affecting health, education, and dignity.<\/p>\n\n<p class=\"wp-block-paragraph\">Every month, millions of people across Latin America and the Caribbean must spend part of their income on essential menstrual products. Pads, tampons, and menstrual cups remain inaccessible to many people\u2014not only because of cost, but also because in many countries they are still taxed as if they were non-essential goods.<\/p>\n\n<p class=\"wp-block-paragraph\">Although menstruation is a natural biological process, managing it continues to be a challenge for people facing economic hardship or social, educational, and infrastructure barriers.<\/p>\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">As part of Menstrual Health Day on May 28, <\/span><b>AHF Latam &amp; Caribbean<\/b><span style=\"font-weight: 400;\"> continues to amplify a simple but urgent message: menstruation should never be a privilege determined by income.<\/span><\/p>\n\n<h2 class=\"wp-block-heading\"><b>What is period poverty?<\/b><\/h2>\n\n<p class=\"wp-block-paragraph\">Period poverty is not only about being unable to afford menstrual products.<\/p>\n\n<p class=\"wp-block-paragraph\">It also includes lack of access to clean water, safe bathrooms, privacy, menstrual education, and reliable information to manage menstruation without stigma or shame.<\/p>\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">According to international organizations, nearly <\/span><b>500 million people worldwide<\/b><span style=\"font-weight: 400;\"> experience some form of period poverty. In Latin America, studies estimate that up to <\/span><b>30% of girls and adolescents have missed school during their periods<\/b><span style=\"font-weight: 400;\"> due to lack of menstrual products, safe water, or adequate facilities.<\/span><\/p>\n\n<p class=\"wp-block-paragraph\">This disproportionately affects people living in poverty, migration contexts, homelessness, incarceration, and Indigenous communities.<\/p>\n\n<h2 class=\"wp-block-heading\"><b>Why does eliminating taxes on menstrual products matter?<\/b><\/h2>\n\n<p class=\"wp-block-paragraph\">Because menstruation is not optional.<\/p>\n\n<p class=\"wp-block-paragraph\">When essential menstrual products carry high taxes, the economic burden falls directly on those who need them every month.<\/p>\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Across much of Latin America and the Caribbean, menstrual products are still taxed between <\/span><b>10% and more than 20%<\/b><span style=\"font-weight: 400;\">. In South America, the average tax burden exceeds 15%, while in several Caribbean countries it reaches up to 18%.<\/span><\/p>\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"569\" src=\"https:\/\/ahflatamycaribe.org\/wp-content\/uploads\/2026\/05\/MHD-1-2-1024x569.jpg\" alt=\"\" class=\"wp-image-3821\" srcset=\"https:\/\/ahflatamycaribe.org\/wp-content\/uploads\/2026\/05\/MHD-1-2-1024x569.jpg 1024w, https:\/\/ahflatamycaribe.org\/wp-content\/uploads\/2026\/05\/MHD-1-2-300x167.jpg 300w, https:\/\/ahflatamycaribe.org\/wp-content\/uploads\/2026\/05\/MHD-1-2-768x427.jpg 768w, https:\/\/ahflatamycaribe.org\/wp-content\/uploads\/2026\/05\/MHD-1-2.jpg 1080w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<p class=\"wp-block-paragraph\">Some countries have already started moving forward.<\/p>\n\n<p class=\"wp-block-paragraph\">In\u00a0<b>Colombia<\/b>, taxes on menstrual products were eliminated in\u00a0<b>2018<\/b>\u00a0following a landmark Constitutional Court ruling, which determined that taxing essential menstrual products deepened inequality and disproportionately affected women and people who menstruate. In\u00a0<b>Mexico<\/b>, a\u00a0<b>zero VAT rate on menstrual hygiene products<\/b>\u00a0has been in place since\u00a0<b>2022<\/b>, after lawmakers recognized that pads, tampons, and other menstrual products are not luxury goods but essential items for\u00a0<b>health, dignity, and equality<\/b>. The reform represented an estimated\u00a0<b>880 million Mexican pesos in annual tax revenue foregone<\/b>\u00a0to reduce the economic burden associated with menstruation and address\u00a0<b>period poverty<\/b>.<\/p>\n\n<p class=\"wp-block-paragraph\">In the Caribbean,\u00a0<b>Jamaica<\/b>\u00a0became one of the first countries in the Americas to remove the\u00a0<b>General Consumption Tax (GCT)<\/b>\u00a0on menstrual hygiene products in\u00a0<b>2012<\/b>, setting an important regional precedent for\u00a0<b>menstrual health access<\/b>. However, advocacy efforts continue, as local organizations note that\u00a0<b>import duties and additional costs<\/b>\u00a0may still account for nearly\u00a0<b>20% of the final retail price<\/b>\u00a0of some menstrual products, maintaining affordability barriers\u2014especially for low-income women and girls. Advocacy groups have warned that the annual cost of menstrual hygiene products remains a significant financial burden for many Jamaican households and continue calling for the removal of remaining fiscal barriers.<\/p>\n\n<p class=\"wp-block-paragraph\"><b>Brazil<\/b>, meanwhile, has followed a more gradual path toward reducing economic barriers related to menstruation. Although menstrual products have not yet been fully tax-exempt nationwide, several states\u2014including\u00a0<b>Rio de Janeiro<\/b>\u2014have reduced taxes on menstrual hygiene products. More recently, Brazil\u2019s\u00a0<b>federal tax reform framework<\/b>\u00a0categorized menstrual health products as essential goods eligible for\u00a0<b>significant tax reductions or possible exemptions<\/b>. These developments reflect growing recognition that\u00a0<b>menstrual health should be treated as a public health and social justice issue<\/b>, rather than a discretionary consumer expense.<\/p>\n\n<p class=\"wp-block-paragraph\">Recent findings from\u00a0<a href=\"https:\/\/www.unicef.org\/mexico\/media\/9726\/file\/segunda-encuesta-nacional-gestion-menstrual-mexico-2025.pdf.pdf\"><b>Mexico\u2019s Second National Menstrual Management Survey<\/b><\/a>\u00a0suggest that, following the elimination of VAT, the percentage of people reporting financial difficulties accessing menstrual products decreased from\u00a0<b>30% to 21%<\/b>. Experts caution, however, that eliminating taxes is only a first step: reducing\u00a0<b>period poverty<\/b>\u00a0also requires\u00a0<b>menstrual education, access to clean water and safe sanitation, affordable or free menstrual products, and comprehensive public policies<\/b>\u00a0that ensure people can manage menstruation with dignity, safety, and without stigma.<\/p>\n\n<h2 class=\"wp-block-heading\"><b>Menstrual health is also about dignity, health, and equality<\/b><\/h2>\n\n<p class=\"wp-block-paragraph\">Talking about menstruation should not be uncomfortable.<\/p>\n\n<p class=\"wp-block-paragraph\">Menstrual health is directly linked to wellbeing, education, equality, and the ability to go through daily life without barriers.<\/p>\n\n<p class=\"wp-block-paragraph\">No one should miss school, limit daily activities, or feel ashamed because they lack access to menstrual products or reliable information.<\/p>\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Since 2019, <\/span><a href=\"https:\/\/ahflatamycaribe.org\/en\/\"><b>AHF Latam &amp; Caribbean<\/b><\/a><span style=\"font-weight: 400;\"> has distributed more than <\/span><b>1 million menstrual hygiene products<\/b><span style=\"font-weight: 400;\"> across the region, including menstrual cups, hygiene kits, and educational materials. In 2025 alone, the organization\u2019s activities directly reached hundreds of thousands of people in 12 countries.<\/span><\/p>\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">This year, we will continue community activities, educational sessions, and menstrual product distribution efforts across the region to keep advancing one simple but urgent idea: <\/span><b>menstruation should never be a luxury<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p> Millions of people across Latin America and the Caribbean still face period poverty.
